Aside from "if it bleeds, it leads" local news broadcasts, crime rates across the nation have been falling for nearly fifteen years--especially in the big cities. Take New York and Los Angeles, for example.  On opposite coasts, they shared the dubious distinction of being the epicenters of violent crime. Yet crime stats for the Big Apple and the City of Angels have dropped like a hanging judge's gavel.

British officials have claimed that their extensive security camera surveillance network was largely responsible for helping to track down terrorists after the devastating London subway bombings of 2005 and the several car bomb plots of last year.  Since then, there have been many calls in the US for such a surveillance system, using closed-circuit television networks.   One such system is being erected in New York City, where the experimental surveillance plan is called the Lower Manhattan Security Initiative.
